The Mizoram government has taken a crucial step toward resolving its long-standing border dispute with Assam by proposing official-level talks in early April. This initiative aims to establish a foundation for ministerial-level discussions, bringing both states closer to a permanent resolution.

Mizoram Proposes Talks in Guwahati

A senior Mizoram official confirmed that the state has sent a formal proposal to Assam, suggesting Guwahati as the venue for the discussions. These talks will set the stage for meaningful progress in resolving the 164.6-km border dispute between the two northeastern states.

Laying the Groundwork for Ministerial Dialogue

The last ministerial-level talks in August 2024 in Aizawl reaffirmed the commitment of both states to maintaining peace. However, due to insufficient groundwork, little progress was made. The upcoming official-level meetings will address key issues and facilitate productive negotiations at the ministerial level.

During the previous meeting on August 9, 2024, Assam’s Border Protection and Development Minister Atul Bora expressed optimism about finding a peaceful resolution. Similarly, Mizoram’s Home Minister K Sapdanga emphasized the importance of ongoing and constructive dialogue.

Decades-Old Dispute Over 164.6-Km Border

The Assam-Mizoram border conflict dates back to 1972, when Mizoram became a Union Territory under the North-East Areas Reorganisation Act of 1971. The act did not clearly define the inter-state boundary, which has led to frequent disputes over land ownership.

  • Mizoram’s Claim: Based on the 1875 Bengal Eastern Frontier Regulation (BEFR), which identifies a reserved forest area as part of its territory.
  • Assam’s Claim: Relies on the 1933 Survey of India map, which defines the state’s boundary differently.

This conflict has led to several violent clashes, including the deadly incident on July 26, 2021, near Vairengte village, where a confrontation between police forces from both states resulted in six deaths and multiple injuries.

Affected Districts and Ongoing Tensions

Mizoram’s Aizawl, Kolasib, and Mamit districts share borders with Assam’s Cachar, Karimganj, and Hailakandi districts. Tensions over land ownership have led to sporadic violence and confrontations between local communities. Despite multiple rounds of talks and agreements, a final resolution remains pending.

Way Forward

The upcoming official-level discussions mark a significant step toward peace. By addressing key territorial claims and historical boundaries, both Mizoram and Assam can work towards a lasting settlement of the border dispute.
