State Focuses on Technology to Improve Public Services
Mizoram Chief Minister Lalduhoma said the state is using its high literacy rate and English skills to become a digital leader. He made these remarks while launching the computerisation of the Registrar of Cooperative Societies (RCS), a major step in the state’s digital plan.
Mizoram became India’s first fully literate state on May 20, 2025, with an impressive 98.2% literacy rate.
Making Public Services Faster and Easier
At the launch in the Chief Minister’s Office (CMO), Lalduhoma said the government aims to make services faster, simpler, and more convenient for citizens.
He added, “In the last two years, we have worked to make Mizoram a leader in digital services. Our small population and strong literacy help us adopt new technology quickly.”
Online Services and RCS Computerisation
In the past two years, Mizoram has started more than 20 online service portals, including the Mizoram CSR Connect Portal.
State Cooperation Minister PC Vanlalruata said Mizoram is one of the first states in India to fully computerise regional Cooperation Department offices.
The system lets cooperative societies connect with RCS and district offices online, reducing the need for visits. Officials say this will make doing business easier, cut paperwork, and save time for staff.
Project Details and Implementation
Cooperation Department Secretary Adit Prakash Rai said the “RCS Mizoram Office Portal” (cooperation.mizoram.gov.in) was built under the central scheme “Strengthening Cooperatives Through IT Interventions.”
The project began on March 29, 2025, covering the RCS office in Aizawl and all district cooperative offices. This marks a major step in digital governance in Mizoram.
